To obtain the certificate, plan to allocate one full day. You will be able to pick up the certificate on the next working day after 4:00 PM. Please be aware that government offices do not operate on weekends and public holidays, even in urgent cases.
The first step is to visit a veterinary clinic and bring your pet’s veterinary passport up to date.
The microchip number is mandatory. A pet photo is not required.
All records must be stamped by the clinic. If you administer vaccinations at home and simply attach vaccine vial stickers yourself, the Veterinary Center will not accept such a passport. Make sure all stamps are provided by the clinic where your pet is registered, and ensure a full clinical examination is completed.
Check that your veterinary passport includes a registration entry. Vaccinations must have been administered no more than one year ago. Flea treatment and deworming must be done within the last three months. There must also be a record confirming the absence of microsporia and dermatophytosis, as well as a clinical examination dated no later than five days before departure, with a positive health assessment from the veterinarian.
An international rabies antibody test is required for entry into all EU countries, the United Kingdom, Israel, Georgia, the UAE, Australia, Taiwan, and China. We had this test done at the same veterinary clinic where we regularly bring our pet. Please note: the rabies vaccine must be administered at least one month before blood sampling for the test. In Kazakhstan, the certificate itself is issued approximately one month after the blood sample is taken.
The second step is the Veterinary Center of the city of Almaty, located at 30a Toretay Street (formerly Polzunov Street), entrance from the parking side. Opening hours are from 08:30 to 18:00, with a lunch break from 12:30 to 14:00. Phone: 8 (727) 338-31-68.
You must visit the center no later than three working days before departure. Be prepared that waiting times in line may take several hours. Document verification, scanning of the veterinary passport, and system data entry usually take about 30 minutes. The certificate is issued on the spot. The application form can be filled out there; a sample is available in the lobby of the Veterinary Center.
You must bring: the original national ID or passport (digital versions from eGov or Kaspi are acceptable), and the original veterinary passport with all vaccinations and clinic stamps. Copies of these documents will be required at the Veterinary Control Office.
The third step is the Almaty Veterinary Control Department (KP on REM “Almaty Veterinary Service” of the Entrepreneurship and Investment Department of Almaty city administration), where you obtain Veterinary Certificate Form No. 1. Address: 15 Makataev Street, office 26. Working hours are from 08:00 to 17:30, with a lunch break from 13:00 to 14:30. Document intake is from 08:00 to 16:30. Phone: 8 (727) 397-52-26.
At the office, you submit an application for Veterinary Certificate Form No. 1. A specialist will help you complete it correctly. This process usually takes 15–30 minutes. The certificate itself is issued on the next day after 4:00 PM. The certificate is valid for 3 days, during which time you must leave the country.
To complete the application, you will need the original and copies of the accompanying person’s ID or passport, the pet’s veterinary passport, full travel itinerary details (flight numbers, train routes, or car route including all stops), the certificate from the Veterinary Center, and proof of payment for the veterinary certificate. For travelers to EU countries, the original EU five-page veterinary form is also required.
